Arizona Equine Entry Rules Require Health Documentation Even Without an Import Permit

Arizona’s State Veterinarian’s Office lists formal import requirements for livestock. Equine movements are exempt from the import permit number mandate, but that does not mean horses can enter without health documentation.

The state’s animal-services guidance emphasizes Certificates of Veterinary Inspection and species-specific health requirements. During active disease events, Arizona may also add or remove temporary statements and restrictions.

For barns receiving horses from out of state, the practical rule is simple: permit exemption is not paperwork exemption.
