Pennsylvania EHV Order Adds Documentation for Horses Entering the State

Pennsylvania has a temporary quarantine order in effect that adds documentation requirements for horses entering the Commonwealth because of EHV/EHM concerns.

What changed

The order, effective December 8, 2025, requires additional attestations on Interstate Certificates of Veterinary Inspection concerning EHM exposure and diagnosis and reiterates temperature-check documentation.

Boarding barns accepting horses from outside Pennsylvania should verify that the paperwork reflects the temporary order before arrival.

What operators should do now

• Ask the owner and veterinarian to confirm the current Pennsylvania CVI language.
• Review recent travel and EHM exposure before accepting an incoming horse.
• Use an isolation period for new and returning horses based on veterinary guidance.
• Retain the CVI and temperature records in the horse’s file.
